Foundation Learning

What is Foundation Learning?


Foundation Learning is designed to support young people aged 16 - 18 to progress to a level 2 programme such as an Apprenticeship, Diploma or GCSE/A levels. For some  learners a more suitable option may be employment, supported employment or independent living.

Learners work towards the achievement of a number of qualifications at Level 1 or Entry Level and undertake learning in three curriculum areas - vocational, personal and social development and functional skills in English, mathematics and ICT.  During their time on Foundation Learning learners have the support of a key worker and receive high quality information, advice and guidance and regular progress reviews. 

Quest offers a range of vocational routes to young people on Foundation Learning including motor vehicle, hairdressing, administration, ICT, sports and leisure, customer service and retail.

Visits to places of interest and other activities are also part of the Foundation Learning programme. Learners are encouraged to plan visits themselves giving them valuable experience of using the telephone and internet and working together as a team.

Learners can join Quest's Foundation Learning programme at any time of the year.

Work experience


Towards the end of their Foundation Learning programme most young people will be found a suitable work placement to give them experience of real work in their chosen job area.  Once the young person has achieved their vocational qualification, they may be able to stay with their work experience provider and transfer to a pre-apprenticeship/apprenticeship programme or a job, find a job or an apprenticeship with another employer or provider or enrol on a college course. Quest staff and the learner's key worker will give guidance and advice on the most suitable options. Young people choosing the retail vocational option will be found a work placement at the beginning of their programme as the retail vocational qualification requires training to take place in a real working environment.

Education Maintenance Allowance

Young people on Foundation Learning may be eligible to receive an Education Maintenance Allowance (EMA) of £30 a week depending on family income.

Free Travel

Young people on Foundation Learning aged 16-17 who live in London can also apply for free travel on buses.
